   The NewsStream data receiver is by its nature a one way communications device. The receiver must be operational in order to be able to receive messages and any messages sent while NewsStream is in operative (Out of range, dead battery, etc.) will be lost since mes- sages transmitted via the paging network are not repeated.

  It is proposed that a Guaranteed messaging func- tion be provided. This function will allow the sender of a message to "guarantee".receipt by a receiver during a specified time period. This function will require no mod- ification of the software within NewsStream but it will require changes to the software at the RCC company, The function entails sending a repeated short not&a- tion message at pre-determined intervals and for a pre- determined time. This notitlcation message would merely notify the NewsStream data receiver's recipient that a message was waiting. The message would contain a toll free number for the recipient to call as well as a message identification code. The message recipient would then call the number from any touchtone telephone and be prompted via electronic voice mail to enter the message code. Ifa touchtone telephone was not available the rccipi- ent would be prompted to await an operator. Upon the entering of the code the message would then be trans- mitted to the recipient via the normal RF paging net- work. If the message had already been received the recip- ient would enter a code or so inform the operator so that no further transmissions of the notification mes- sage would be made.
