Abstract

SAC (Subscriber Access Control) records are currently not stored at each zone because of mem- ory constraints. When a mobile roams into a new zone, the zone controller must retrieve the SAC record for the mobile from the HLR (Home Loca- tion Register). This process is inefficient and time consuming and increases access time. The increased access time is particularly bad for public safety systems.
