  The proposed solution is as follows. Equip the telephone land lines at the controller site with Cal- ler ID capability. Then, modifjr the controller such that it can store the phone number, of land line cal- lers, who are trying to contact a radio user. Configure the controller so that ifa call is initiated from a land line phone to a radio, and the radio is not affiliated (either out ofrange or not turned on), the controller will store the land line caller's phone number after a programmable number of rings occur, i.e. 4 rings.
