  With this slot allocation, a 3-to-l call would be blocked until TCH-a or TCH-b were no longer being used.

  Instead of blocking the call, it is possible to move the voice call on TCH-a or TCH-b to a new time slot making a 3.to-1 channel available. For a 6-to-1 interconnect call, the intra-cell handover procedure already exists and could be used by the FNE to move a MS from one time slot to another. For dispatch calls (all of which use 6-to-l TCHs), a new procedure would need to be invented.

  In order to do this the EBTS would (I) allocate a new 6.to-l TCH (on a different time slot and/or frequency), (2) update the ongoing call grant on the PCCH to direct subscribers to the new TCH, (3)

broadcast a new message on the old TCH using associated signalling instructing subscribers to move to the new TCH, and (4) unassign the old TCH. This frees up that time slot to be combined with another unassigned time slot to create a 3-to-1 TCH thus allo...
