  This paper is dedicated to improve the Handover algorithm in case of an inbound interference. The MS ( Mobile subscriber) will automatically select a second foreground cell if MS failed to RAP into the first foreground cell.

  In the Handover algorithm for lden system, FNE (fix-end) will setup a channel in the first tire- ground cell for the MS to RAP (Random Access Procedure) in. During the RAP in process, if there is an inbound interference that prevents the MS to succeed the Handover process, MS will move back the original cell and repeat the whole procedure again. Since the interference still exists, MS will repeat the same procedure again but never be able to complete the Handover process.

  The main idea of this paper is to use a second neighbor cell that was sent in to the FNE during the first Handover measurement if the first Handover failed. The MS will mark the first foreground cell as a failed Handover candidate. In the second Handover, MS will swap the Handover list to make the secondary foreground cell to be the first fore- ground cell and proceed with the Handover. If this process failed again, the third foreground cell will be used until no more foreground neighbor is avail- able. Once a foreground cell has been marked with a failed status, that foreground cell shall not be used again until a completely new Handover is started.
