BACKGROUND

  The FCC Report and Order (CC Docket No. 94- 102) states that, if so requested by the PSAP (Public Safety Answering Point), the wireless carrier must send all 911 calls to the PSAP. This infers that all subscriber units must be able to place a 911 call.

DESCRIPTION OF PROBLEM

  There are two situations in which the iDEN SU (Subscriber Unit) will not place a 911 call: 1. Prior to the SU's first registration with a service provider, and 2. when the subscriber performs a master reset on the SU and has not registered with a service provider

SOLUTION TO PROBLEM

  The iDEN SU shall have a separate 911IMSI that shall always be programmed with all zeros dur- ing the factory process. If a subscriber initiates a 911 call, the iDEN SU will first look to place a valid TMWIMSI into the emergency setup message. If

no valid TMWIMSI is available, the SU will access the 911IMSI and place the contents into the emer- gency setup message. The MSC (Mobile Switching Station) receiving this IMSI will recognize it as an SU that cannot be validated and will not perform a database lookup to obtain a call back number. Instead, it will immediately send out the emergency message. If the MSC does not recognize the 911IMS1, it will perform a database lookup, and not finding the IMSI, will setup the emergency call without the callback number.
