  The switch capacity is ftite and can support x number of transaction per second depending on the switch platform. SMS is an additional service which provides paging like messaging utilizing GSM switch to forward the messages to the SU via dedi- cated or associate control channel.

  The short message service compete with the voice on switch capacity, therefore given SMS inter- connect customer population with certain quality of service level (interconnect voice blocking and SMS retry mechanism) dictate the equipment amount.

  Voice service is a real time service with more restricted response time (4 set). However, SMS ser- vice is more time response relaxed service (several minutes service).

PROBLEMS RELATED 70 PRIOR ART

  In GSM an active subscriber is visible to the system all the time, therefore unless the radio is off the SMS can be delivered immediately. For this reason exponential back off algorithm has been implemented. In iDEN the SU could be invisible to the interconnect system while in dispatch call there- fore, more intensive back off algorithm should be implemented. Most recently a 5 minutes repeatable algorithm has been implemented.

  Such an algorithm has a great capacity impact on the switch due to extensive dispatch moderetries.
