Abstract

As the density of cell sites increases, the per- centage of subscribers that can see multiple cell sites increases. A significant blocking rate improvement can be realized if a subscriber is directed to the cell site with the lightest RF traffic load. If the sites have differing numbers of traffic channels, a method needs to be determined to direct the call to the best site such that the overall system blocking rate is minimized.
