Abstract

Disclosed is a solution for an online application performed by a proxy. In a traditional paper application, the common process is where the applicant writes a letter of attorney with his/her signature, directly hands the paper to the proxy, and the proxy makes the application attached with the letter of attorney. On the other hand, in an online application, the applicant creates an electronic letter of attorney and signs the letter instead with a digital signature. However, this leaves the problem of how to securely hand the letter of attorney to the proxy. This problem could be solved by registering the letter of attorney at the goverment office, before the application. This solution can deal with both electronic/paper letter of attorney.

On the other hand, in an online application, the applicant creates an electronic letter of attorney and signs the letter instead with a digital signature. However, this leaves the problem of how to securely hand the letter of attorney to the proxy.

This problem could be solved by registering the letter of attorney at the goverment office, before the application. This solution can deal with both electronic/paper letter of attorney.

The mechanism is described as follow. See also the figure below.

1. Case of Electronic Letter of Attorney

Prerequisite: Both the applicant and the proxy should obtain a digital certificate from a govermental or civil Certificate Authority, and should be registered to the government office beforehand. Both should therefore have a user ID and a password.

1-1 Registration of Electronic Letter of Attorney

(1)The applicant obtains the Proxy user ID.
(2)The applicant inputs the following data to the delegation form provided by the government office.
1. Description of proxy
2. Period of proxy
3. Proxy user ID
(3)Data is converted to an XML file, signed by an XML-Signature, and then submitted to the server.
(4)The XML-Signature is verified, and then is registered to the Proxy Information Database.
(5)A Delegation ID is published for each registered delegation form, and is sent to the proxy by e-mail.

1-2 Application by Proxy

(6)The proxy creates an application form on behalf of the applicant, and inputs the Delegation ID.
(7)Data is converted to an XML file, signed by an XML-Signature, and then submitted to the server.
