Abstract

Number Portability (NP) is a key feature in telecommunication networks that offers to keep the user's telephone number in case that the user changes his provider. In deregulated markets this feature is supervised by a regulatory body or a certain committee. Setup and exploitation of a NP server (at least a pair of servers is required due to redundancy reasons) is a costly business. A proposal to reduce costs is to split the NP database on the NP server into different partitions. The content of a particular partition has no relation to the other partitions and the partitions are independent of each other. This way an operator can use separate partitions to store the complete NP database.

Furthermore, for multi-national operators a separate partition on the NP server can be installed for each country which is a matter of interest. Large operators have the possibility to rent out partitions to other operators, who do not need to have an own NP server at the moment.

The access to a NP server partition could, for example, be based on the content of the calling party's address parameter. In case that no particular partition can be determined, a default partition can be accessed. For each partition, the system provides the possibility of determining access limitations, security, statis...
