Specification of Time Component Separators And Prefixes

       Individual countries or even locations will be able to
display the components that make up time in a culturally pleasing
manner of time that is their preference.  These specifications may be
kept external to the program and brought in at creation time making
it NLS enabled.

      Create a Time control that will allow an application (by
country or by user) the ability to choose separator character strings
between or around each of the component fields that makes up time.
These separator strings could be different between each component of
the Time field. The strings may be one character (e.g., "/") or
multiple characters long and may even contain Double Byte characters.
The country or user may, for example, want a prefix of "Time Zone"
preceding the time zone component of time.

      Create a Time control that will allow an application to
customize the appearance of a Time by specifying strings of
characters that will separate, precede or follow the component fields
of the Time. This information would be passed to the Time control in
a format string at window creation time allowing it to build the
individual static windows for displaying the separator strings for
the Time component fields.
