Aix Configuration Manager

       The configuration manager will be a very small, simple
program which is driven to a great degree by the objects it retrieves
and their associated methods.  The configuration manager when invoked
will open a config_rule object class and read config_rule objects to
determine what to configure and in what order.

      The config_rule will provide generic rules that will guide the
configuration manager through its processing and dictate policy.  In
addition, it will provide information that other Device methods may
read to dictate their processing.  As an example, as part of the
config_rule object class definition, a configuration mode will be
specified which will indicate whether to configure all multiplexer
Devices first and then the terminal Devices or configure both
multiplexer and terminal Devices as they are found.  In addition, the
config_rule may contain other pieces of information like policies on
whether to run diagnostics before IPL, default diagnostic settings,
what special Devices (like pseudos) need to be configured, whether to
automatically adjust POS registers without user confirmation (default
will be to automatically resolve conflicts), etc.
