Date Input Converted Automatically to Scientific Time

       This article describes a method where individual
countries or even individual users can store Date and Time in a
consistent format (Scientific Time) and yet input it in any format
they desire.

      A means to automatically convert user input Date or Time
information into a common internal format (Scientific Time) that is
totally NLS enabled is required. Scientific Time is the amount of
time (in days and parts of days) elapsed from a fixed origin.  The
internal structure is composed of two integers.  The first integer
has the date kept as a Scaliger number (number of days from January
1, 4713 BC, noon Universal Time Coordinate, UTC).  The second integer
is the number of milliseconds (1/1000 second) offset from the date.
The conversion to internal format should be built into this process
and take into account the user's cultural preferences, such as
Calendar type (e.g., Gregorian, Islamic, Julian, etc.), Era
identifier (e.g., AD, Showa, etc.), start of year (e.g., January 1st,
March 1st), weekstart, daystart, time zone and daylight savings rule
(e.g., US rule, UK rule, European rule, etc.).

      The application allows the capability of passing a structure
containing the detailed Date and Time cultural preferences for the
country or user.  The Date Control will allow users to enter Dates or
Times in the form they prefer. Once a Date or Time is entered, the
