Convert Documents to Folders and Folders to Documents

This article describes a method for allowing enterprise users
to convert documents into folders, and empty folders into documents.

Currently, a document can be either a folder, or not a folder.
This "folder attribute" has to be set when the document is first
placed into the library.  It cannot be changed subsequently.  An
enterprise user may wish to place a new document into the library as
a "non-folder" document, and subsequently change the attribute to a
"folder" document. This capability of converting documents to folders
and empty folders into documents is especially essential in the
publishing industry. No mechanism prior to this architecture exists
in the Document Interchange Architecture to provide this function.

This article provides a mechanism whereby an enterprise user
can place a new document into the library as a "non-folder" document,
and subsequently change the attribute from "non-folder" to "folder".
It also provides a mechanism to allow enterprise users to convert an
empty folder to a document.  This function is provided by defining
the "folder attribute" to be modifiable, and by allowing enterprise
users to change the "folder attribute" from not a folder to a folder,
or vice versa.
