Limit Changed Memory Frames for Dump Reduction

      In order to limit the maximum number of changed frames of
memory on the system, a method is proposed to manage the number of
changed frames as a system resource.

      A parameter is provided to allow the system software to set a
maximum number of changed permanent frames to be allowed.  As frames
are changed, a counter accessible to software is incremented.  When
changed frames are written or otherwise removed from changed status,
the counter is decremented.  If the maximum is reached, software
writes one or more frames before further change is allowed.
