      This report describes a nondestructive, unintrusive method of
measuring the circumference of magnetic media wound on a reel.

      One current method of measuring the circumference of magnetic
media wound on a reel in an enclosed cartridge requires the
destruction of the cartridge.  Obviously, not all cartridges
manufactured can be measured by this method to see if they meet
product specifications.

      Another technique presently used to measure the media
circumference is to insert a measuring probe into the cartridge and
to contact the media surface on the outer wrap of the reel.  Knowing
the distance between the measuring probe and the centerline of the
media reel, the media circumference can be computed.  This technique
is highly dependent on having no eccentricity between the reel
centerline and the outer wrap of the media; and having the correct
spacing between the reel centerline and the measuring probe.  Also,
there is a risk of damaging the magnetic media when the measuring
probe contacts it.

      A nondestructive, unintrusive method has been devised which
eliminates the problems described in the above techniques.  The new
method consists of a fixture to hold the magnetic media cartidge and
a motor with a rotary encoder connected to the reel containing the
magnetic media.  The role of the motor is to provide tension on the
magnetic media and the rotary encoder measures the rotation of the
reel.
