      Disclosed is a method to ensure a reliable electrical
connection between two fastened members by preventing marginal or
inadvertent contact from temporarily establishing an electrical path.

      A compressible or movable insulator is attached to one, or
placed between two conductors, to prevent any electrical path that
may result from the relatively low forces associated with normal
placement of parts.  The insulator is rendered ineffective and
removed from the circuit by the high clamping force generated by
tightening of the fastener (typically 7000 newtons -1600 pounds
associated with an M6 threaded fastener as an example).
