The Dynamic Starting/ Ending of the Entire Prestart Job Group

      A method for dynamically starting and ending of an entire
prestart job group is disclosed.  The starting and ending is based on
the behavior of the transaction activity.

      A new mechanism is invented to eliminate the need for the
operator to manually start up a prestart job group.  The fact that a
remote transaction arrives for a prestart job group that is not
active triggers the system to put a hold on the transaction and
immediately starts the required prestart job group.  As soon as the
first prestart job in the group becomes ready, the system remits the
transaction to the prestart job to be processed.

      The automatic starting of a prestart job group enables a more
radical resource cut-back algorithm to be implemented.  When the
transaction activity subsides and no more transactions arrive for an
extended period, instead of leaving a minimum number of prestart jobs
in a prestart job group, the system can gradually shut down the
entire prestart job group.  This eliminates the need for the operator
to manually shut down a prestart job group.
