A method is disclosed for enhancing Software Configuration and
Library Management (SCLM) to track time stamps of the individual
members that are not stored in Partitioned Data Sets (PDSs).

SCLM tracks timestamps of the members stored in PDS in an
accounting record called a 'build map', where there is an entry for
each PDS member and its timestamp when the build (that is, the
compilation) is done.  Each entry also identifies the kind of member
listed, such as source, load modules, listings, etc..

In SCLM 3.4, a new kind of entry in the build map is added --
an external dependency.  This new entry will be handled in the same
way as the previous kinds of entries, with the exception that SCLM
will know that these members are not stored in SCLM-controlled PDS,
and thus, it will be necessary to use a special program, called a
translator, in order to interact with these members.  The new entries
have a special keyword which is 'EXTDPEND' (for EXTernal
DePENDencies).  The format of the build map changes slightly to
accommodate for the longer names used in the CSP/370AD MSLs, from 8
characters up to 36.  One example of a build map is shown below:
