LAN Netview FIX - Action Table System Identifiers

Disclosed is an implementation that allows the LAN NetView* Fix
action table editor to be enabled for use in a LAN NetView View
environment, as well as in a non-View environment.  This affects how
system identifiers are used.

This disclosure addresses one of the initial design
requirements of the Fix product.  This was to allow the user, using
the action table editor, to request that the Fix product take a
specified action when it receives a particular event from the named
remote workstation.  The action table editor is a Graphical User
Interface (GUI) that allows the user to build action table entries
that tell the Fix product the criteria that must be met and the
actions that should be taken when a received event meets those
criteria.  To do this, the action table editor needs to operate in
two separate environments.  The first environment involves LAN
NetView View.  This is necessary to get access to the names (that is,
system IDs) of the remote workstations from which the local
workstation (where the Fix product is running) could receive events.
The second environment is needed when View is not active.

This disclosure addresses how the Fix product uses View to
access system IDs and how it operates when View is not active.

When View is active, the action table editor can be invoked
through the GUI of a View management collection.  (A View management
