Apparatus for Creating and Storing High Quality Picture among Continuous
Images

      Disclosed is a mechanism of detecting special events from
continuous images, deciding the quality of pictures to store special
events, and storing high quality picture images of continuous images.

      Security systems continuously taking images are widely
available in various places such as convenience stores, banks, and
traffic signal intersections.  There are two ways of recording: that
is, analog recording using such as video tapes and digital recording.
The former is popular because of easy and inexpensive implementation.
However, the quality of video images is poor because the mechanism
cannot endure the continuous and long time use.  On the other hand,
pictures digitally recorded are of good quality and can be used for
digital image analysis.  However, the digital recording requires
affluent amount of storage.  Therefore, inexpensive security system
with digital recording can only store few ten seconds of pictures, or
can store images of longer period and of less quality.  This
disclosure discusses how to take high quality pictures when needed.

This mechanism consists of the following five items shown in Fig. 1.
  o  Device capturing continuous image such as a camera.
  o  Device deciding timing to take high quality pictures.  This
