      Disclosed is a program that allows to keep pre-computed
properties (paerns) to avoid interbase interference (overlapping
cells).  Initial pattern is used as far as no frequency needs to be
replaced, then the solution consists in using a hopping pattern mask
and spare frequencies.

      To make an efficient use of the spectrum and to keep the
overall performance of each co-located network, it is of prime
importance to avoid or at least to minimize interference between
networks or cells of same networks.  That is the purpose of the
Hopping Patterns (set of frequencies) pre-computed according to some
properties.  The set of hopping patterns depends also to the country
and looks like:

      Also there is some frequencies not used in the patterns, this
is the spare frequencies: (f(n+1), f(n+2) ...).  Each cell choose
randomly one of these patterns at initialization (initial pattern).

The hopping pattern mask (fmask) is handle as follow in any cell:
  o  Each element is initialized with 0xff.
