Using Vehicle Registration Number to Establish Communication

      Traffic situations can arise where a facility providing simple
communications between vehicles would be extremely useful.

      In accordance with the described proposal, a vehicle is
provided with a device that will accept a vehicle registration number
as input, either by manual or voice entry, and use this data to
contact the vehicle having that registration number enabling a
message to be sent to that vehicle, assuming it is similarly
equipped.  In a typical scenario, a driver following a car whose
driver has inadvertently left the fog lights on can make contact
simply by dialing the car's registration number.

      Since many vehicles have car phones, the above facility may be
provided by way of a service which converts vehicle registration
numbers into the corresponding telephone numbers.  This would enable
a person to contact a party with a mobile telephone by dialling the
vehicle registration number, even if the mobile telephone number is
unknown.
