Sticker Dispenser with Bar Code Reader

      A self-service kiosk is described for use by motor vehicle
government agencies for providing services to the public including
the obtaining of histories of registered  drivers, vehicles and
common carriers and payment of traffic fines and ordering of
personalized vehicular license plates.  In addition, motor vehicle
registrations may be renewed.

      For this purpose, a sticker dispenser is provided for
dispensing multi-part preprinted stickers in response to data input
by a user of the kiosk and the payment of the required fees.  Each
preprinted sticker consists of two adhesive portions for attaching to
the vehicle ownership form and the license plate of the appropriate
vehicle respectively.  A unique bar code is associated with and
appears on each sticker.  A plurality of sources of stickers are
provided in the kiosk which are color-coded for the various months.
A sticker dispenser detects the months of the various stickers after
a supply of stickers has been loaded into the kiosk and the kiosk
door closed.  As a sticker transport mechanism selects an appropriate
sticker, prior to dispensing it, the bar code associated with each
sticker is read by a scanner to provide confirmation that a
particular sticker has been dispensed.

      Detection of the bar code permits details of each dispensed
sticker to be readily associated with the respective vehicle to thus
provide for tracking, auditing and identification...
