Abstract

MPEG encoding is discretionary -- different encoders produce different bit streams with the same video input. Low-delay Motion Picture Experts Group (MPEG) encoding is typically done by coding all pictures as P pictures and putting horizontal strips of intra macroblocks in each picture. This results in a burst of high-data macroblocks, which can make rate control difficult. Placement of intra macroblocks in a conventional encoder is illustrated in Fig. 1, where we have shown three successive frames and shaded the intra data in each.

macroblocks in each picture.  This results in a burst of high-data

      For this invention, intra macroblocks are put in vertical
strips.  Because encoding us done in horizontal strips, the (high-bit
rate) intra blocks are spread throughout the picture.  This
simplifies rate control.  Placement of intra macroblocks for this
scheme is illustrated in Fig. 2, where we have shown three successive
frames and shaded the intra data in each.
