A simple Java* application could be created to allow the user to disconnect calls he did not recognize. The application could have and option to automatically reject a call or reject a call from a stored list of unnacceptable callers.

This quick unsolicited call can then be logged and at the end of the billing cycle the log could be used to dispute the call charges of the rejected callers so they can be deducted from the user's cell bill.
