This solution automatically changes a mobile device's time to the region's local time when roaming.  Currently, a user must do this manually - usually by changing the time zone setting.

The mobile device gathers its current location information by GPS (it could also use base station information).  The location information is sent to a server via the wireless link.  The server determines the time zone and DST from the location information and communicates this back to the device.  The mobile device then changes its time zone setting.

The hard part is determining time zone and DST from location.  One way is to keep a database of major cities and their time zone and DST settings.  The server would then use the information for the closest city to the device's location.  Another way is to keep a database of boundary information for the different time zone regions.  The server would then determine the region the device location lies within.  In either method, the database would need to be kept up to date with current world events.
