Abstract

Many diseases can be cured when they are detected in an early stage, for example, colon cancer or prostate cancer. For most diseases it is also true that the cost of treatment increase drastically if they are detected very late. Therefore a low cost screening method is beneficial to identify patients at risk. Additional, in many countries screening tests are not reimbursed by the healthcare system. In these cases an alternative way of financing is offered. Current practice is that many people who do not have health insurance go to a physician only when they have severe problems or pain. Therefore the disease might have progressed, so that the following healthcare cost is much higher for the individual or the public.

It is proposed to provide free of charge or inexpensive over-the-counter tests for a variety of diseases at drugstores or pharmacies. If the test results indicate a risk for a specific disease the patient will be referred to a specific physician or medical institute which works in cooperation with the drugstore or pharmacy and/or cooperation. The IVD test (IVD: In Vitro Diagnostics) and the processing is paid by the referral system. IVD tests are used to indicate an increased risk for a serious disease.
