A method for meeting invitation to automatically generated group of vetted experts

When a meeting in a large organization requires subject expert how do you find the right people to invite to the meeting? This article describes a mechanism for invitations by expertise rather than invitations by explicitly specified names. It will also describe a mechanism for vetting people's expertise before the prospect is invited to the meeting. This article shows how an automatic group can be formed based on competencies and provides a mechanism for people to have birds-of-the-feather meetings with the ability to specify different levels of competencies for the meeting invitees.

The invitations are issued by an area of expertise and a level of expertise required (e.g. Expert, Knowledgeable, Interested). People declare an expertise/interest in a profile, and then take a test to establish test taker's level of expertise. "Expert" ranking is achieved by someone scored in the top echelon, "Knowledgeable" ranking is achieved by someone who scores in the second echelon , and "Interested" ranking is achieved by someone who scored lower than the top two rankings or who did not take a test.

The advantage of this method is that it reaches out to find people who the chair may not personally know, and the method allows requests in advance for the level of expertise required for a meeting quorum. Different meetings have different requirements and this approach gives the flexibility to expand or restrict the participation. This is particularly useful in cross-organization when the chair don't know every person who is working in a particular area.

This method works in the following way:
(1) Individuals declare an area of expertise
(2) Individuals take a test to establish levels of competency. One embodiment of such test would be a Wiki-based system where the participants contribute the questions (and correct answers) to test expertise in an area and vote on the validity of the questions. This process establishes a set of core questions/answers that become a pool of questions for the test. During the competency test a person is presented with a random selection of set of N number of questions (for example, 20 questions). To be declared an expert the person needs to answer x% of the questions correctly, to be declared knowledgeable a person needs to answer y% of questions correctly. X and Y...
