Disclosed is a method and system for enabling multi-media service providers to proactively determine Quality of Experience (QoE) of subscribers for provisioning and managing the multi-media services and mobile networks.

In accordance with the method and system disclosed herein, certain key network elements in base stations/gateways/controllers are enhanced with a capability to copy and store sequences of packets from a multi-media service that is transmitted to user equipments (UEs) for a short period of time as shown in fig.1. In an embodiment, network elements which are closer to the UEs are enhanced to store the sequences of the packets. For example, a base station and/or base station controller may be modified to store the sequences.

Subsequently, when packets are lost on the wireless downlink, these network elements are notified as a part of normal MAC/network operation. Thereafter, missing packets are matched against sequences of the packets stored in the network elements. Accordingly, QoE degradation is assessed using standard assessment techniques. In response to assessing the QoE degradation, one or more network management entities are informed about the QoE degradation.
