Disclosed is a system that realizes usage-based rate accounting without any agent software on operating system running on target server.

As a conventional technology, existing usage-based rate accounting systems need special agent software installed on operating systems to check the status of target servers. However, it has the following drawbacks:
- The special agent software can consume some resources (e.g. processors, memory) of the target servers.
- Defects of the special agent software can cause the instability of operating systems and applications on the target servers.
- Additional work is required to install the special agent software to all the target servers at installations and re-installations of the operating systems.
- It can have more network security vulnerability because the special agent software share the same network stack with the applications on the operating system on the target servers.

This disclosed system can resolve all the drawbacks above.

It uses another management network port on the target servers separate from the network on the operating system to obtain the power-on/off status of the target servers. Thus, it needs no special agent software on the operating systems of the target servers.
