Disclosed is a method and system for creation of a rule based leadership development gap analysis tool.

Each resource is asked to respond to a questionnaire consisting of multiple situations and questions. The situations and questions relate to traits corresponding to four domains which are PM (Project Management) skills, 4E's (Envision, Enable, Empower & Energize) and PeM (Performance Excellence Movement), Leadership skills, and Business and domain skills as shown in Figure 1.

Here, the four quadrants correspond to the four traits incorporated in the questionnaire. The graphical leadership wheel includes level and orientation for each trait, indicating the strength areas of a resource and the areas which require improvement. The levels and orientations corresponding to each sub trait are assigned by experts based on the situation and the response of the resource to the questionnaire. Here, levels indicate the proficiency of a resource corresponding to a trait while orientation represents the degree of leadership element corresponding to a trait. Thus, level and orientation, together, determine the profile of a resource in a leadership wheel.
