A Tool for Work Plan Health Assessment

There are many engagements where the project plan is the key and drives everything from status reporting to resource utilization to earned value and financial reporting. Given the large amount of data in these project plans, little thought is given to the quality and reliability of the data that drives such reports. A project plan can look "healthy" on the outside, wherein the status is green and the project appears to be on schedule. However, in reality the project may be "unhealthy" on the inside, wherein the status is red, tasks are not maintained, dependencies and resources are not identified, and the task status does not align with the actual status in third party applications. Accordingly, there is a reliability issue with the data-driven reports mentioned that related to an "unhealthy" project plan. Unless due care is taken, a few "unhealthy" project plans in a portfolio may jeopardize delivery. Small to large project portfolios require an early warning solution to identify problem areas so that solutions can be developed and implemented. Several studies indicate that poor project plans are one of the major threats to failed projects. Standard and consistent measurements are needed to provide the necessary optics at the right time.

Disclosed is a tool for work plan health assessment (WPHA). The tool solves the problem of measuring data integrity of data within a project plan and provides detailed visibility into the project plan data.

The tool utilizes the following for solving the problem and providing the detailed visibility into the project plan data:
Metrics to assess project data against standards
Algorithms to assess the veracity of task/milestone status
Integration with third party applications that contain the work referenced by the tasks

and milestones to assess the veracity of the task/milestone status. Some examples of integration are provided below:

Document management application

Requirements management application
Code management application
Test management application
Quality management application
Agile management application

Detailed historical trending to assist with identifying problem areas

In practice, the tool provides an automated process to assess the integrity of the data in a project plan. In an implementation, the tool provides:
Validation of project plan structure against standards
Validation of task/milestone dependency and critical path calculation
Validation of resource allocation and assignment against standards
Validation of task/milestone status through algorithms
Validation of task/milestone status through integration with third party applications,

including, but not limited to:

Deliverable document status stored in a document management application
