File transfer systems are tools of choice for efficiently and securely sharing content. The popularity of these mechanisms also creates performance issues, since transfer of content is often gated by network performance, software performance, and other technical factors.

A common solution to these problems is the introduction faster networks, more powerful hardware, and complicated caching techniques. The drawback to all these solutions is increased cost of the system.

In many cases, users may be sending content to someone in a different time zone , perhaps in a different country. In these circumstances, the priority of the file transfers can be dependent upon the receiver's time zone or location.

The novel solution is a system to optimize the file transfer performance based on the rules related to time zone or geographic location of the users involved in the file transfer. The system calculates the priority of file transfers based on rules related to users' geographic locations, time zones, and working ours.
