We are proposing a technique for disaster management using Operating System of hand held devices. It can be provided in-built (part of device OS) or can be installed later. The end user willing to receive advisory during emergency situation needs to register themselves by providing their Name, Age, Sex & International Mobile Station Equipment Identity (IMEI) Number etc..

The disastrous situations like natural catastrophe, terror attacks and war may results into failure of the regular means of communication like cellular networks, telephone and internet lines. There is no easy way to provide the useful information to the affected people in timely manner. Various organizations have created solutions for disaster management. Typically it involves resources, manpower and heavy cost. Additionally managing the situation by such means may not always come up with best-case-fit solution. In general people from affected area have accurate & latest information. They may share or suggest the possible solutions. But when regular means of communication are unavailable, this exchange of information may get stalled. Hence there is a acute need of a "fail-safe mechanism" which works with bare minimum infrastructure and easy availability.

We are proposing a technique for disaster management using Operating System of hand held devices. It can be provided in-built (part of device OS) or can be installed later. The end user willing to receive advisory during emergency situation needs to register themselves by providing their Name, Age, Sex & International Mobile Station Equipment Identity (IMEI) Number etc. The proposed technique will autonomically turn on Bluetooth devices during disaster situation or when no other network is available. And when a device is enabled for disaster management feature it will automatically switch to minimum power mode to ensure longer duration availability. Additionally it will stop checking availability of standard telecommunication networks or it will check less frequently. This will help in savings the power consumption of the device battery.

Once Bluetooth devices are turned on the Disaster Management Team (DMT) comprised of Government body will take automatic control of this system, where government officers will work as disaster management team representative. The DMT will broadcast advisory over the Bluetooth network. In this system it will identify & authorize government officers devices as owners in virtual network rights to broadcast within a given network to have a better control over advisory. The rights to broadcast advisory will be granted by DMT where in network other people in can only receive the advisory. This mechanism will help to prevent spread of rumors during disaster and a better security mechanism. It will have facility to get an acknowledgement about the unique device number(like IMEI) to the DMT team and based on that, they can find out how many people have received the advisory messages.
