The consistent availability of system resources is critical for a hosting provider to meet the terms of a Service Level Agreement (SLA). When system resources are near the limit, the provider must either throttle traffic or increase capacity before the tenants are adversely affected, jeopardizing revenue due to failure to meet the SLA.

With a multi-tenant environment, a number of factors can drive a drastic increase of traffic to and usage of a website , such as a large marketing campaign (e.g., reaching millions of users), product releases, celebrity endorsements, large sales, etc. If the information technology (IT) and hosting provider teams are not informed in advance of such events, then the teams do not have time to prepare for the influx of activity and allocate additional resources. Often, the result is that a site crashes, hangs, or becomes unavailable due to the sudden flood of unexpected traffic . Further, this poor performance leads to ruined brand reputation and loss of customer trust.

Providers often rely on the communication interlock between the business and the IT teams to prepare for such events . Capabilities exist to throttle traffic, but that is not always a desirable solution.
