With the increased amount of electrical vehicle, EV charging stations will be necessary with various business modes. In the reference [1], the possible business modes were described, such as G2V (Grid-to-Vehicle), V2G (Vehicle-to Grid), V2H (Vehicle-to-Home) and V2V (Vehicle-to-Vehicle).

For emergent charging on road, one known method to rescue the EV car is to employ movable charging station like prior art [3], whereas the cost is very high and thus the applications are limited to certain areas such as highway.

To overcome the mentioned problems, a device with following features is proposed:

1) The size of the emergent charging device should be very compact with high efficiency. Since the proposed charging cable will have small size and low power losses, it can become a standard part for this emergency case.

2) The device should be designed for proper insertion to avoid undesired back- charging.

The proposed a portable charging device (1) is composed of one cable (12), one input (11), one output (14) and one converter box (13). The said charging device (1) connects the car to be charged (3) and the car to be discharged (2) together. The power flows from the battery of (2) to battery of (3) via the said charging device (1). Since the power voltage of the car (2) and (3) are usually different, a power converter (13) is mounted at the cable between input (2) and output (3) to control the charging/discharging current. The power flow direction is also displayed at the cover of the converter (13) by an indicator or meter (131). A controller (132) is inside the converter, which controls the charging current, power and time etc. and display the respective information on the (131).
