Cognitive Issuing Office

One of the known challenges for an issuing office (e.g., the motor vehicles department) is large number of people who make multiple visits for a single request. This is often because the requester arrives at the office unprepared (e.g., missing information, lack of payment, etc.). Even when the information is available on a website, users often do not find it. This lack of preparedness creates unnecessary work for the issuing office and adds unnecessary waiting time for people visiting the office.

The novel contribution is a system and method for a cognitive issuing office function that assesses the risk/potential of a person not complying with office requirements in order to complete an issuing request.

The components and process for implementing the system comprise:


1. A mobile/web interface for a user to register an intent to visit an issuing office;

  this serves as a user reservation to address a specific request at a certain time 2. The system assesses the complexity if the request relative to the required information 3. The system uses historical data about an individual as it relates to similar types of requests in the past 4. The system uses data from steps 2 and 3 to compute a confidence level for the need for that individual to receive clarifications/reminders about the information/documentation required to complete the request 5.
