This disclosure brings out a solution that sets up a virtual data traffic quota pool to realize N-N relationship between mobile devices to balance data traffic usage. 1. Realize N-N relationship for hotspots usage: Current is 1-N relationship that one hotspot can be connected by many users, but one user only can connect one hotspot at a time. This solution is transparent to users, they request data traffic from server like a virtual data traffic quota pool, and don’t need to care the data traffic from which exact hotspot is provided. From a macro sense, it can be treated as N hotspots support N users connection. 2. Allocate appropriate hotspot intelligently: This solution is smart and allows to match donator/user mobiles according to the amount of data traffic at last connection for user (ULC), donator available quota (AQ), donator signal strength (S) and user connection number at the same time (N) to make best use of the pool and to reduce hotspot switching time. 3. Simplify users operations: Users don’t need to ask someone to open hotspot for him/her, they don’t need to be aware of the switch of hotspots. All they need to do is to register in the application and ask for connection. 4. Balance data traffic between mobile devices: Someone has a lot of data traffic to burn, but someone has no data traffic especially at the end of each month. This solution realize a perfect way to balance data traffic between mobile devices.

Nowadays many people may face one problem: a lot of mobile data traffic are billed but cannot be consumed every month. Meanwhile some other ones may face the opposite situation that no data traffic can be used till the end of the month. It always wastes money for people in situation one especially whose data traffic are fixed and bound by their mobiles, and more money to be paid for extra data traffic for the people in situation two. Even they can connect their friends or colleagues' hotspots, they have to ask the hotspot's ID and password every time, and they won't get data traffic any more once their familiar people's data traffic are used up or their familiar people leave.
