Programming languages are evolving at a rapid rate, as are the tools to accommodate those languages. Many companies have a list of standard preferred tools to use for certain projects, but those tools rapidly become less optimal, if not obsolete. As a result, employees must use sub-standard tools for development. This affects the agility of a company's capabilities as well as the quality of the product. Ultimately, it affects the company's profits as work goes to competitors that are more agile.

This creates a significant conflict. Any company wants its employees to take advantage

of the latest and greatest tools; however, the company wants stable, reliable, and efficient tools and processes. Most importantly, the tools must adhere to the company's guidelines for security and accessibility, and meet any other standards.

The addition to knowledge is a system and method that take into account the current programming task via user input and/or task discovery, then recommend an appropriate tool based on a plurality of inputs including but not limited to company's conditions, social media review, and the environment's compatibility. The system asks users a series of questions about the project and, based on the answers, recommends the appropriate up-to-date tools and languages to use for the project.
