The most visible and widely used method for identifying a vehicle on the road is the license plate number; however, a license plate does not indicate whether the vehicle has the proper registration or the user has valid motor vehicle insurance. Recognizing a license plate and accurately reading the number and letter combinations requires high resolution/high speed/high cost cameras at intersections, toll booths, etc. Lighting, distance, vehicle speed, etc., also affect image recognition, which then requires significant processing powers to extract the license plate number. In addition, current license plate solutions require a high infrastructure cost to operate the technology to digitally and reliable identify a license plate number. Further, a license plate can be easily swapped/altered/covered/etc. to prevent effective identification and tracking of vehicles.

A system and method are needed to improve vehicle identification and do so at a lower cost.

The novel solution is a Visible Light Communications (VLC). This is a method for using visible light communication from light emitting diodes (LEDs) on vehicles to emit identification numbers and other useful information.

Most modern vehicles are equipped with LED arrays. The VLC system has a high frequency on/off, such as with flashing lights. It utilizes image sensors to recognize different image patterns (e.g., shape, color, intensity, on, off, etc.). The system uses the visible light communication from LEDs on vehicles to emit the associated identification (ID) number(s).

The manufacturer, and/or Department of Motor Vehicles (DMV) can program the unique ID into the lighting control systems.
