When a disaster strikes, emergency personnel want to know which locations most urgently need services. Applications exist today that alert people of an emergency or allow users to call for help when in a personal emergency . No system provides collaboration between stakeholders to determine where emergency personnel need to begin to provide services or concentrate efforts following a distress signal from an individual.

Current technologies lack real-time simultaneous communication between several users and the emergency team to validate emergencies and coordinate real-time response to the distress signal.

The novel contribution is a method and system that enables collaboration between all the stakeholders during an emergency . Such a system adds value to current systems that address search and rescue efforts (e.g., following an earthquake).

When a disaster occurs, the system activates an alarm for all registered mobile devices in the area. The devices send a signal to indicate the user’s last known location. This assists search and rescue operations. Mobile devices continue to send pings to a central system until the user gives an 'all-clear.' A user can provide location information for areas where assistance may be required.

The components and process for implementing the system follow: 1. Integrate emergency health system records into an existing emergency alert system (for this example, Seismic Systems) or

add a component to current Seismic Systems to store the user 's emergency data on a Cloud Storage database 2. The users installs or activates the application (app) on an associated mobile device (e.g., smart phones, smart watch, etc.)
