Method for Intelligent Alerting and Locating of Abductor/Missing Persons Using Cell Phone Community

One current method for alerting a community to a child’s abduction or missing person concern is to send notifications to cell phone users and news media of the event and include details that can help identify the missing person and/or abductor. The cell phone alerts are generally issued via a proximity alert , which includes the simultaneous transmission of a signal to all mobile devices within the range of cell towers in the affected area.

The novel system provides an opportunity to intelligently seek out the fugitive/missing persons using a combination of movement forecasting and community involvement via user responses. The novel process uses Artificial Intelligence (AI) to better refine a search area as well as allow community members to take a more active role in locating the abductor/missing person.

First, the system uses AI to determine the potential location of the subject at any given time. Using factors such as, but not limited to, origin and time of incident, road systems, traffic conditions, and capabilities of vehicle, the system can maintain an up-to-the-minute list of possible locations. Cell towers within these Potential Current Locations (PCLs) broadcast alerts noting that there is a high possibility the suspect is in the immediate area. This causes the Alert Receivers (AR) to be more cognizant of the immediate surroundings. As time goes on and the subject’s potential distance from the origin grows, t...
