TRANSPARENT MONITOR FUNCTION FOR RECEIVER VOTING SYSTEMS

When a radio system dispatcher desires to monitor a particular receiver in an existing voting system, they must "force vote" the desired receiver. This overrides the normal voting process and selects that receiver regardless of its signal quality. In some cases, like troubleshooting, this may be useful. However, during normal operation it would be more desirable to monitor a particular receiver without disturbing the voting process.
