Auto-configuring Solicited Router Advertisement Interval

According to IPv6 standards, when there is a router solicitation, router advertisements will be sent after a random delay of up to 500ms. This degrades the performance of mobile IP handoffs. In this document we propose a scheme that enable routers to auto-configure this delay. Specifically it results in a zero delay response to a router solicitation.
