Disclosed is a system for promotion to create documents and answer the questionnaire of knowledge management system without using intensive or revolution of personnel assessment and so on. This system made an activation of a knowledge management which is not depend on an external factor. This knowledge management system divide the contents into the latest one and archive. Anyone can see the latest contents as a news-element and the archives can only be seen privileged users who have writen or updated contents of this knowledge management system within a certain period or have answerd a questionnaire about the contents over certain rate. For the operation of knowledge management system, It is very importnt to maintain a motivation of information provider and to survey the evaluation of user about the contents. This system can realize these things within the nowledge management system without offering incentive or reform of personal evaluation and so on.

  Users of a knowledge management system can be classified roughly into two groups, One ( Group A) is constituted by users who read the contents as a profitable reading or searh information without distinct purpose, and the other (Group B) is constituted by users who use a knowledge management system to serach a concrete solution faced their projects.

It doesn't make much difference between group A and B from a viewpoint of degree of contribution to the system about access count, and Group A's users have the possibility to move to Group B, so it is very important to keep two groups users for a knowledge management system. And the users who feel stress to answer a questionnaire and stop using a system exist in Group A.

And group B's mostly users may search information for concrete purpose and have high possibility of obtaining the appropriate countervalue, So their possibility of replying to a questionnaire is high.

Based on the above thing. this system divide the contents of a knowledge management system into the latest one and archive.

The users of group A can see the contents of the latest one month as a potential user of a knowledge management system. And To the user of group B, they can see the archives as a full-scale user of a knowledge management system and are required a contribution to knowledge management system as to the answer of a questionnaire or refresh the contents and so on. If user of group B dose not feel the value about the contents of the archives to act like this, They can become the user of group B anytime, and can keep to access this system as user of group A.

The above thing is done, the number of accesses of the whole system are kept and optimization of a countervalue to a user like the reply of a questionnairedemand and refresh of contents of a system is attained.

System explanations are as follows:

1. This system is consists of three windows, window � for displaying the contents of the latest one month ,window ② for displaying full contents(archive), and window ③ for answer to questionnaire. Windows � and ② are needed to login by user for authentication. To display window � which is free access area, Users only need authentication of User Account Manager (④) with login, but to display window ② which is restrected area, users need not only authentication but also authorization with User Account Manager. Window � display the contents of knowledge management DB (DB A, containing Latest one month contents) and window ② display the contents of knowledge management DB (DB B, containing Archive contents). A method of authorization to access the archive DB is , for example, using flag in Account Manager, or preparing for another authorization DB, and so on.

2. The all documents in knowledge management DB are managed by document ID.
