Disclosed is a progressive scan conversion technique with partial interlacing that greatly reduces the motion distortion that is characteristic of progressive scan while still maintaining full vertical resolution and suppression of scan line structure and flicker. 15Khz to 31Khz video scan conversion is required for the next generation displays that overlay graphics on top of video.
