In electrical package design, whenever the connection lengths exceed a critical length of the order of 1/10 the product of the switching time and the velocity of propagation (30.3/divided by Epsilon(r) cm/nsec one must consider reference planes to control transmission line impedance and reduce crosstalk. In dense wiring cases the penalty can be erratic, data dependent performance.
