Arbitration Array for Device Connection to I/O Channels

At present, devices that attach to system I/O channels gain access to the channel by an arbitration scheme. Each device is assigned to a priority level and connected into a serial arbitration network. Devices at the lowest numbered priority level have the highest priority to access the channel. Within a priority level, the device that is first in the arbitration network has priority over other devices at that priority level. The channel is defined such that when it is about to be available, a fixed amount of time is allowed for a device to determine that it has the highest priority to access the channel.
