It is known that different input/output (I/O) devices have different data rate requirements and yet they may be controlled by a common I/O controller. The percentage of time an I/O controller is available to control an I/O device is inversely proportional to the percentage of time required to transfer data to and from the system central processing unit (CPU). Therefore, the amount of time the I/O controller has to process data can be controlled by controlling the rate at which data is transferred to and from the system CPU.
